They were lost, rudderless, hooked on advice available on TV and in books but rarely acting on it; merely having absorbed it into the outer part of the brain was enough.This in-built sense of inferiority, which extends from the social to the aesthetic, has presented a significant career opportunity to a small number of public figures who have the right balance of memory, articulacy and exhibitionism to enable them to be that rare and coveted beast, the entertainment intellectual.Not to be confused with intelligent people who occasionally appear, communicating their brilliance on TV, entertainment intellectuals have become famous for having a freakish coincidence of talents. One day in the future, academics will look back to this period in history and say, "Ah yes, early 21st-century Britain. That was when people who knew a small amount about everyday life were able to make a fortune by appearing as semi-experts on TV programmes." They will wonder, these historians of the future, at the chronic neediness (or was it laziness?) of millions of people who apparently lacked the confidence (or was it energy?) to dress, cook, raise children, garden, buy, sell or decorate a house without guidance from a famous stranger. Perhaps, they will conclude, a certain generation of Britons were so busy juggling their post-millennial lives that they had forgotten many of the basic, everyday skills which their antecedents had taken for granted. Now, with the launch of a Stabilisation and Association Agreement with the European Union, the deepening of BiH's relationship with Nato and the scaling back of the role of the OHR, we are moving decisively into a new era.. It is not unreasonable to assume that this is what we are witnessing here..
I do not have to remind you that before Bosnia and Herzegovina secures its final objective - full sovereign democracy and prosperity as a member of the Euro-Atlantic family - there are major obstacles that have yet to be overcome. But, we have a clear view of where we are going and what has to be done in order to get there We can at last see our objective. It is a trick of this Government to release news at an inconvenient time for the media if it wants to diminish the impact of an announcement. But the timing of the announcement was somewhat out of the ordinary. The news that a parrot had died of bird flu was released by the Department for the Environment, Food and Rural Affairs late on Friday evening. This pattern was repeated on Sunday when the tests results confirming that the deadly strain H5N1 had been detected in the bird were released to the media. We had ample warning that bird flu might be on its way to Britain.
So when it emerged at the end of last week that a parrot - part of a consignment of exotic birds from Surinam - had died of bird flu in a quarantine compound in Essex it did not come as a complete surprise. Once again a potentially major public health crisis is being handled with a mixture of evasion and incompetence by the Government and the professional health establishment.
